Little India centres on Serangoon Road and the Tekka Centre market, and is the most visually intense of Singapore's heritage districts — shopfronts painted in saturated colour, garland stalls threading jasmine and marigold strings to order, and Sri Veeramakaliamman Temple's carved gopuram tower rising above the rooftops.
It's at its busiest and most colourful on weekends, when the Indian and Bangladeshi communities who live and work in the area gather along the streets, and especially during Deepavali, when light arches go up along Serangoon Road for weeks.
Tekka Centre's ground-floor wet market and upstairs hawker stalls are a genuine local food stop, not a tourist recreation of one. It's a short walk from Kampong Glam.
Little India is one of the few Singapore neighbourhoods that's genuinely busier and more atmospheric on a Sunday than a weekday, when workers have their day off — go then for the real experience, but expect denser crowds on the pavements.

The other good window. Rain tends to arrive early and clear, leaving usable afternoons. This is also when haze can occur, which is worth checking rather than assuming.
