The Civic District covers the cluster of colonial-era buildings around the Padang — City Hall, the Arts House (the old Parliament), Victoria Theatre and the Cathedral of the Good Shepherd all sit within a few minutes' walk of each other.
This is where Singapore's British colonial administration was based, and later where independence was declared in 1965, which is why national events and parades still use the Padang as a backdrop. Most of the buildings are now museums, performance venues or government offices rather than open to casual walk-ins, so the area rewards a walk more than a single ticketed stop.
National Gallery Singapore, the National Museum and the Asian Civilisations Museum all sit inside or right at its edge.
Treat the Civic District as a walking loop rather than one destination — start at National Gallery Singapore, cross to the Padang, then continue to the river at Cavenagh Bridge. The whole loop is under 2km and covers most of what's worth seeing.
